On April 1, 2005, the Memorandum of Understanding Regarding Care and Use of Laboratory Animal Subjects between UCLA and the VA Greater Los Angeles Healthcare System (VAGLAHS) was revised to eliminate the requirement for dual Animal Research Committee (ARC) and Institutional Animal Care and Use Committee (IACUC) review for most collaborative projects between UCLA and VAGLAHS. This change is applicable to all animal species, with the exception of Vervet monkeys for which a separate Memorandum of Understanding exists.

The institution at which the research is conducted shall assume primary responsibility for review of those activities[1]:

  • UCLA-sponsored research conducted at VAGLAHS: Submit your application to the VAGLAHS IACUC using their form.
  • VA- or VA Nonprofit-sponsored research conducted at UCLA: Submit your application to the UCLA ARC using the on-line Research Application Tracking System (RATS).
  • If research is to be conducted at both institutions: Applications should be submitted to both institutions on the appropriate form. Each application should contain a complete description of the study and delineate which activities will be conducted at each facility.
